There are a lot of articles which point to this disambiguation page, but which I cannot disambiguate because the intended meaning does not appear to be covered by any existing articles.

  1. There appears to be a legal meaning of "mandate" within US law or civil law generally, which I assume means something along the lines of "legal requirement of a governing body" or "compulsory action", but which is not covered by Mandate (criminal law). Examples: Universal Product Code, Power of attorney, Hong Kong Polytechnic University.
  2. Along similar lines there are Our Lady of La Salette and Simon de Gunby where it is the Pope or Vatican who issues the mandate. Is this exactly the same meaning, or yet another?
