I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. white tank note[edit]

I have removed the "or bike" section on the white tank waterfall note. The waterfall trail is not one of the multi-use trails, and is restricted to hiking only.

Removed text about Prasada mall[edit]

The following text was removed:

In February 2007, the Surprise City Council unanimously approved an infrastructure reimbursement agreement with Westcor, facilitating construction of the largest regional mall in Arizona, Prasada. The agreement calls for Westcor to bear the cost of construction and installation of up to $240 million in infrastructure at the Prasada site, along SR303 in Surprise. The city will assume ownership of the infrastructure and reimburse Westcor for the cost by rebating sales taxes generated by Prasada itself. At full build out, the city expects to realize $60 million per year in sales taxes and projects that Prasada will create more than 20,000 jobs for local residents.[1][2]
