I couldn't get any google results for this person, any chance of some references?

There is very little references in English to Zaiyuan, and if there are he is usually referred to as the Prince Yi. If you try a Chinese search, however, on Baidu, for example, using the characters 载垣, you will get significant results. Most of it is about the power struggle with Cixi.
