The outcome of discussion is that England is a country. This has been confirmed in formal mediation with respect to Wales, though the general issues are common amongst England, Northern Ireland, Scotland, and Wales.

This helpful article helped me understand the difference between a Country, State and Nation. I note the confusion of different interpretations of each word. However I would argue the introduction of this article should read "England is a nation that is part of the United Kingdom".
