Looks like a vanity page to me. Created by a User:Celloweb on 16 Mar 2004, then a minor subsequent edit by an anon IP in Brazil. I have not been able to confirm that he actually was one of the "most prolific and respected" Brazilian engineers: of the 82 Googlits found, many are for other persons. Lupo 11:21, 20 Apr 2004 (UTC)
