Are no-third-party copyrights allowed on Wikipedia? Doesn't that interfere with FDL?

No idea where you get this from. Besides, the copyright tag states the copyright well, and it's part of the category Category:Images used with permission. Not great, but also necessary in this instance as it is a history Australian image. We can't get any other type of image for this article.
