Am I mistaken or are the examples given in calculating time differences off by 2 hours (using base ten as opposed to base 12 for their calculations). I may be wrong, but if they are 16 hours apart, it seems like 3pm in Washington DC would give you 7am and not 9am in Australia as stated in the example in this article.

When daylight saving rules are different[edit]

I'd like to see some examples of calculating local time difference between 2 locations, when the daylight saving rules are different. Say one city is Europe and the other city is in America, and the date is between the last Sunday in March and the first Sunday in April. Europe will be on daylight time, while America won't.   Certain numbers are written here to be added and subtracted from UTC, for example (Bold numbers): 
     # California, United States: UTC-8; 04:00
     # Toronto, Ontario, Canada: UTC-5; 07:00
     # Stockholm, Sweden: UTC+1; 13:00
     # Cape Town, South Africa: UTC+2; 14:00
     # Mumbai, India: UTC+5:30; 17:30

My question is, how do we calculate these magic numbers?
