I gave a much clearer definition and entirely removed the potentially offensive overtones and references. The expression certainly has currency- it's been around for at least fifty years, probably much longer and I do hear it from time to time (using a reference from popular culture, the culmination of the coffee shop scene in the movie Pulp Fiction is a spot-on example of a Mexican standoff and I've heard it referred to as such many times).
