This is the detailed fair use rationale based on WP:NFCC.

  • No free equivalent. The photo represents a specific and unique historical event and was taken more than 20 years ago making a free alternative impossible to create. It is extremely improbable that any photo taken of the event was released under a sufficiently free license.
  • Respect for commercial opportunities and Resolution/fidelity. The image is of a very low resolution, cropped from the original size, and does not significantly impact the copyright-holder's rights to the image.
  • Previous publication. This image was published in People Power: The Philippine Revolution of 1986: An eyewitness history, among other historican books.
  • Content, Media-specific policy, and Significance. The EDSA Revolution is a very important event in the history of the Philippines and the image illustrates an unprecedented peaceful gathering of civilians against a dictatorial government. It was unprecedented because there wasn't an event before where millions of people willingly gathered peacefully against the risk of military action. As such, readers generally have trouble comprehending or visualizing such a large gathering and this photograph neatly captures the impact of the sight of such a gathering and which may have been instrumental in preventing military action on the citizens.
  • One-article minimum and Restrictions on location. Used only in People Power Revolution (the event depicted). This image should not be used anywhere else to meet minimal use requirement of WP:NFCC.
