Liz, in response to your request, if you type in the name of an article you want in the "Find" box and hit Go, if it doesn't exist you will be invited to "You can create an article with this title or put up a request for it." If you click on the "put up a request for it" link at that point, you will be taken to a page called Wikipedia:Requested articles. Add your article name to the list there. Going back to your example (Oprah), you'd look down the list and see that there is a "Culture and fine arts" section that includes "Celebrities". Click on the "Culture and fine arts" link and it will take you to Wikipedia:Requested_articles/Culture_and_fine_arts. Look down the list and you'll see a section for "Celebrities and cast & crew members". Click the edit box for that section and add [[Oprah Winfrey]] in the "W" subsection (W for Winfrey).
